Randy Frank, CEM has worked in Emergency Response since 1991 and has also provided  consulting services  to government, private and non-profit organizations in Utah, Kansas and Iowa. Presenting a unique outsourcing resource for both private and public sector organizations with assisting in building Comprehensive Emergency  Management Programs (CEMP). This service provides the full spectrum of elements making up a CEMP. By taking  an integrated approach to the  management of emergency programs and activities in all four emergency phases (mitigation,  preparedness, response and recovery), with all types of emergencies and disasters (natural and manmade).

A comprehensive Emergency Management program must include a number of specific planning areas. These include:
